Services Offered. TxDMV regional service centers provide specific services to the public, including: Replacement Titles; Bonded Title Rejection Letters. Renew or Replacing Your DL or ID While You Are Out-of-State. If your true, fixed and permanent home (domicile) is in Texas and you are living outside of the state, you may be eligible to renew or replace your Texas driver license or ID card without returning to Texas. Ready to Get a Replacement/Duplicate License or ID? Individuals can order a replacement or duplicate driver license or ID card on line or at an N.C. Division of Motor Vehicles driver license office if: Their license has been lost or stolen Their license is damaged or unreadable; Their address has changed.

  2. Under, “Manage your license information” select Duplicate Renewal Certificate, from choose your application and then click on SELECT to be taken to the Introduction page.

If you do not see your license/registration, click link titled “add license to registration” on the left hand side of the page and follow the instructions. *If you get an error message that reads “Entity already exists under another user ID” this means your license is associated with another log in or email address. Please emailhttps://licsys.hpc.texas.gov/contact/ and in the subject line enter “ENTITY ALREADY EXISTS”. In the body of the email include: Full Name, Profession, License Number, and email address that you want your license(s) to be under.

  1. Please allow 3-5 business days to process your online duplicate request. This process must be completed for each duplicate request.
  2. If you are having trouble with the online system, you may download the duplicate renewal form below and mail it to the TSBDE along with the required fee for the number of certificates required.

Driver License Services, Extensions, Waivers, and Covid-19 Information

The Department has resumed all in-office DL and ID card services by appointment only. These services include renewal transactions.

NOTE: The waiver on expiration dates for DL and ID cards ends on April 14, 2021. DPS encourages customers who need to renew to schedule an appointment at their local driver license office online.

The waiver, granted by the Governor’s office in March due to the COVID-19 pandemic, applied to DLs, commercial DLs, commercial learner permits, ID cards and election identification certificates that expired on or after March 13, 2020.

To minimize the need to visit your local driver license office, many Texas DL and ID holders are eligible to conduct their renewal, address change, or replacement transaction online by visiting Texas.gov. Replacing a lost Texas driver license or identification card

The Department encourages all Texas residents who have lost their Texas DL, ID, or CDL to conduct their replacement transaction online. Visit the Department's webpage How to replace your Driver License, Commercial Driver License or ID card for more information.

Transferring an Out-of-State Driver License to Texas

New Texas residents can legally drive with a valid, unexpired driver license from another U.S. state, U.S. territory, Canadian province, or qualifying country for up to 90 days after moving to Texas. Commercial Driver License Cardholders

The waiver on expiration dates for commercial driver licenses (CDL) ends on April 14, 2021. To schedule an appointment to renew or for a CDL skills exam, visit Driver License Services – Appointments.

To ensure commercial drivers are able to continue to work during the national emergency, the Federal Motor Carrier Safety Administration has extended the compliance for medical certificates and federal variances (including Texas vision and limb waivers)until February 28, 2021.

  • Medical certificates or federal variances that were valid on February 29, 2020 and expired on or after March 1, 2020 but before June 1, 2020, are no longer covered by the federal waiver and have been downgraded effective December 30, 2020.
  • Medical certificates or federal variances that expired on or after June 1, 2020 but before September 01, 2020, will remain certified until December 31, 2020. On January 01, 2021, the license will become not certified, if an updated medical certificate or federal variance is not received. If a medical certificate or federal variance is not received within 60 days after the not certified status, a downgrade will occur.
  • Medical certificate or federal variances that expire on or after September 01, 2020 will remain certified until February 28, 2021. On March 01, 2021, the license will become not certified, if an updated medical certificate or federal variance is not received. If a medical certificate or federal variance is not received within 60 days after the not certified status, a downgrade will occur.

Drivers who have an updated medical certificate may still submit it to the department by email CDLMedCert@dps.texas.gov or by fax 512-424-2002.

Texas Drivers License Replacement Appointment

The Department continues to process medical certificates and limb/vision waiver applications.

The United States Department of Homeland Security’s Transportation Security Administration (TSA) originally extended the Hazardous Material Endorsement (HME) renewal wavier through July 31, 2020. It has now been extended through October 29, 2020. This waiver offers a 180-day exemption for all HME holders who expire on or before October 29th. The HME holder must return to the driver license office 60 days before the exemption expires to begin the renewal process.

FMCSA is also waiving the 14-day requirement to hold a commercial learner permit before skills testing can be conducted. At this time, the commercial driver license offices that are conducting skills tests will continue to prioritize testing for those drivers who have held the CLP for 14 days or longer. CDL Third Party Skills Test providers may prioritize drivers who were already scheduled for testing or may waive the 14-day requirement, depending on their business need. This waiver expires February 28, 2021.

Effective March 28, 2020, FMCSA issued a waiver for Commercial Learners Permit (CLP) holders operating commercial motor vehicles during the COVID-19 response. The waiver is in effect until February 28, 2021 and allows a CLP holder to operate a commercial motor vehicle without having a commercial driver license (CDL) holder in the front seat, as long as the CDL holder is present elsewhere in the cab. The CLP holder must have successfully passed the CDL skills test and must keep a copy of the test with them while driving. Furthermore, the CLP holder must have a valid driver license and medical certificate or meet the expiration extension requirements. The benefit of this waiver will allow CLP drivers to continue their training, due to the closures of state departments of motor vehicle facilities.

Effective April 9, 2020, the Federal Motor Carrier Safety Administration authorized the Department to allow CDL third-party skills test providers to conduct knowledge tests in addition to the skills tests. This allows a student or an employee of a CDL TPST provider to take knowledge tests from their school or employer to receive a commercial learner permit or an endorsement(s) on their CDL. Instructions have been provided to all CDL TPST providers, so you must contact a CDL TPST provider to begin the knowledge testing process. This waiver has been extended to February 28, 2021; however, the Department will conduct all knowledge tests at a driver license office beginning January 1, 2021.

Domestic Travel

The Transportation Security Administration (TSA) may accept an expired Texas DL or ID as valid identification for domestic flights up to 12 months after expiration.
